It means that we have a hypothetical particle called higgs boson, and now we will spend 10-20 years to find out whether it really exists or not. Even though there is an iota of a chance that the particle is not what is expected, testing is, well paramount. so what are the implications, we only have to wait for a decade or two to find out.
So if you are layman, nothing changes, go to office everyday, have a cup of coffee to wake you up and then take it from there.
Every scientific discovery has some objective before it is started. The reason for this work was to find the particle which actually converts mass into energy and which can solve world's energy problems. Now what will really happen remains to be seen but one has to find and work on different ways and find solutions to world problems.
