Has Sheikh Mansour Lost his wallet?

After having being crowned the champions of England on a thrilling last day of the season on 13^th may 2012 I thought that Manchester City will set some sort of record in the transfer market in the close season. The justification is pretty simple the title was won only on goal difference and one would think that city would like to increase the distance between themselves and the chasing pack. Surely the next goal would be to excel in the UEFA champions league and may be the squad is good enough to go to later stages but winning may be a little out of their reach.

Considering all the variables and other things in question I would have thought City would be the big buyers in the market this summer. Given the fact they have not bought any one of note so far and all we hear is that Tevez, Toure (Kolo) and Dzeko may leave we have to ask has sheikh Mansoor lost his wallet or is it just the calm before the storm?
